I'm on my second white plastic hot water electric kettle and I can't figure out why there's always this ugly sediment in it. I only use bottled spring water. Is that scale? Lime?

There are naturally occuring minerals, etc in water. The white film is most likely mineral build up. Try using white vinegar to remove it.

It's sediment from the water sitting in the kettle. Use some white vinegar to clean it out.

You can use the cleanest water in the world and still get sediment. What is growing in your pot is bacteria and mold. The plastic is a perfect breeding ground as opposed to metal or glass pots. Unfortunately there is no cheap way to make your pot mildew or mold resistant. You can only wash it after each use, wipe it off as dry as you can, and store it in a dry place.

It is indeed scale, comprised of minerals in the 'spring water'. Spring water is NOT 'soft water' more accurately called de-ionized water or distilled water. It is usually well water that had been pumped up from a clean well and bottled, minerals and all. If you want to avoid scale, use deionized or distilled water.

I read in Hints from Heloise that water deposits can be removed by using powdered orange or lemon drink crystals. It's the acid in them that does the job...hope this helps.

Not sure what it is, but use vinegar to remove it once in a while. I get the same stuff in the bottom of my steamer.

Yeah it is calcium from the water...it will happen no matter what you do.
