There are tricks like Google bombing, that would make a particular site shows up as no 1 in Google's search result, I'm sure there are similar tricks could be used to bomb a website in yahoo. But these kind of behavior is very frowned upon by Google and Yahoo (and basically all search engine) and they have all the rights to blacklist your site, cutting down most of the traffics to your site.
Normally though, you could actually make your site on the top of search list, by making your site popular. Make a good content, make your site known by the world. Make a site that make people would like to come back again and again. Obviously, don't expect a personal rant-full blog to be on the top of any search engine list (except, perhaps a blog search engine).
(ok, internally some search engine count referral links for determining a site's popularity. if a site is linked by many other popular site it would be ranked higher and put higher on the list. So putting links to your website from popular sites helps greatly)

First and foremost thing is that your site shud be registered with yahoo. And try using the META tab in your home page.

lots of money. but money won't help you at google. there they rank you by how many reputable sites link to your site.
