2.It was agreed by all except he/him.

Him for both.

In the first one, you could reword it as:

"All decided to kiss the guy except him."

which would clearly be correct. Moving the "except him" up to the front doesn't mean you should change it from "him" to "he."

"He" would only be used if it were the subject of the sentence. It is not -- "All" is the subject of the sentence.
