i accidently sent a picture to the recycle bin and deleted it,how do i bring that picture back?

There are cheap unerase programs like DiskInternal Uneraser ($30). They can recover files that have already been erased.

You don't ! Should always save a photo on a CD-R/ floppy, or in my pictures. Once it's deleted from the recycle bin, it's gone.

If you have a utilities program like Norton, it has a disk recovery feature.
