Each year the date and time moves progressively later in September until the year before a leap year is reached.On the leap year it returns to an earlier date and time,where the four year cycle is then repeated.It falls about six hours later every year,amounting to one full day in four years.That's why we add a day on a leap year.Next year it will occur on September 23 at 6:51A.M.(EST)On the leap year of 2008 it will fall back again to September 22 at 12:44P.M.(EST).

It alternates all the time sometimes is the 21st sometimes 22 sometimes 23
I guess it varies on the year and way the solar system is and stuff
