Monostable - A circuit having only one stable condition, to which it returns in a predetermined time interval after being triggered.

Astable - A circuit that alternates automatically and continuously between two unstable states at a frequency dependent on circuit constants; for example, a blocking oscillator.

The difference is in the name. "Mono" means one, so a monostable circuit is a circuit that is only stable in one state. An astable "A" means without... is a circuit that is not stable in any state.
