It sounds as though you just have an extra long foreskin (hey, more nerve endings!) and as long as it moves back and forth easily there is no problem. If it's tight and doesn't pull back (retract) then you might have phimosis. Doctors in the US tend to recommend circumcision for phimosis, but if you pull on the foreskin for a couple hours a day then you should be fully retractible in about a month, no surgery required. It's perfectly normal to have your foreskin still cover your entire penis even when it's erect, this just means you have more foreskin/it's more flexible than others. But you should be able to pull back the foreskin all the way - erect or unerect - so you're able to expose the entire glans whenever you want.
If you can't pull your foreskin back all the way you may have a condition called phimosis, where the opening of the foreskin is too tight/small. Stretching techniques resolve this issue in the vast majority of cases. Just stretch the opening of your foreskin (like increasing it's radius) for a few minutes each day. After a few weeks it should be okay. If this doesn't work there are prescription creams that'll help. If that doesn't work, there are still many other options other than circumcision.

Only two things you've to verify - 1) If the foreskin move to-and-fro freely and easily uncovering completely the glans.
2) Besides during the movement it has to set free the prepuce and the orifice.
If so, you're ok!
On the contrary, it could be the case to cut a little bit it by surgery.

Learn from my experience. Stretch it so that it will relatively easily pass back, over the head so that the tip is completely exposed. A little lube will help perhaps. If you don't do this, at some point it will get pulled back to that position and might break the skin.

hello, i am not circumcised and i have foreskin over the head, if you say that you do not experience any pain when you play around when it comes time to have intercourse you will perform just fine, remember being uncut we have the already built in sensation that guys that are cut, you will enjoy your first time, you will be thankful that yours parents left you in tack..Alan

yes it is normal to have the head covered when not erect it may also stay over the head when erect just make sure you pull the skin back and wash the head real good

your fine and it should be know problem during intercourse it should retract itself slightly so you have a straight shot for the semen.
