$250 aint that much....
But you can get one on special at a gamestop (New) for like about $180 that's how much I got mine for OR you can try eBay OR you can get a used one But I always prefer to buy a new one cause then you can always be sure to change it or whatever....trust me NEW is better!
Sometimes though, you can always talk the clerk to let you slide a buck or two.....Hey you can get a bag of chips and a soda with that!

I'd say your best bet is to go somewhere like Gamestop or EBgames, and get a used psp... I can't say how much they're going to be though

go to the pawn shop.
you can talk them down from the sticker price by 20%.
just know it is probably a stolen psp

Ebay.com! check it out! you cna sometimes even find on for $0.01. but its a really wide area to serch so be specific!
