Your sims have to know how to grow up, cook, read, dance, and have the animations for that plus the music that comes with the game. The game also needs the building material for house building and the engine that runs the genetics of the sims that are born each generation.
You can only use expansion packs if you have those basics to 'expand' on. That's why you need to get the base game first, then you can add things to it, like cars, bands, vampires and other stuff.
Hope that explains why you need the base game. The expansion packs would be VERY very expensive if they had to include four to ten CDs for each expansion to be complete games. That's just how it works.
