Hey... i'm a girl and 20 years old.
There isn't always a right way to approach a girl in the right way, but if you do see a girl who'm you like, go up to her and talk to her, not to her assets, but to her, be interested to what she has to say, share your views, have a coffee, and the converstaion will flow, if she likes you too.

just be nice, and if a girl approaches you, be nice, even if you don't like her. because if you're mean, she's going to tell everyone she knows that you're mean, and then you'll get a rep with the ladies that isn't a good one. also, if you always are going out of your way to do nice stuff, even if it's just to say hi, or to give her a hug when she's sad, she's going to think you're the best.

The first thing you have to do is ask her out.If she says yes then ask her at what time. Then if you don't feel comfortable after your first date then just tell her.if you do then ask her on a second date.=)
