The meth cooker would scare me most! 1 Meth fumes are toxic and could affect my child's health 2 They may blow up half the neighborhood 3 People who cook meth most likely use meth [ not stable] 4 If they are cooking meth they are selling meth not good for many reasons
The neighbor who is selling guns to terrorists is going to want to keep a low profile and blend into the neighborhood
The neighbor who is planning an attack is still in the planning stages less of a threat than an active meth lab.

A meth cook next door is the most immediate threat to my own household and family, and immediate neighbors.
I can't say I would be "frightened", but I would be relieved that a local menance was removed.
A gun runner or plotting mastermind is more abstract and wouldn't directly or immediatly affect me or my household.
But if a gun runner or plotting mastermind was arrested in my neighborhood I would also be relieved to know a broader threat was removed. Again there would be no fear involved. Just relief that the authorities were doing what my tax dollars were going for.

I would go with the one planning to attack your town, because that I think is most likely to affect you directly!
