Okie you need to right-click on the taskbar and in the options

Now hold your mouse pointer over the taskbar and click and hold while you drag it back to itz original place and it leave it there.

-->Now right-click on the task bar again and select Lock the taskbar and youre done matey!

If you move your mouse pointer over the task bar at the top of the screen, hold down the left mouse button and then pull the taskbar back to the bottom. If you lock your taskbar it shouldn't happen again.

Hover your mouse over the task bar and drag it to the bottom of the screen or where ever you want it, then hover your mouse over it again and right click on it, properties and check the lock taskbar bit so it doesn't happen again!

Left click it and drag it back to the borrom (you may have to drag right or left, then to bottom). Also, make sure taskbar is not locked.

Try what the others have suggested but if that fails do a system restore that should return things to normal.
