I own the gen 4 Kirby Vacuum and the bag is getting a little stale but is still in excellent condition, it just stinks.

I have this vacumme and I take my bag and hose it out on the bag porch, then soak it in bleach for few minutes then hose it out again and air dry for a few days. Good as new, I swear!

For bags that are removable and can be turn inside out:
Wear gloves and mask if you tend to spread powders on your floors. Slowly remove the bag according to directions. Empty inside trash bag carefully, you don't want all that dust flying around. Seal the trash bag. Take the bag to the sink, gently turn inside out and gently run warm water all over. Then with a bristle cleaning brush, gently brush under running warm water, in downward direction. Hot water might cause the bag to shrink a little.
Then, let the bag soak half hour in soapy warm water, add a little chlorine. Hang dry completely, best in the direct sunlight as this helps to disinfect it. Do not dry in a damp and/or dark place! When completely dry rub into the fibers (inside of bag) a couple spoons of baking soda. Its ready to re-insert. Great to do this once every season.

Scrape it good with that little scraper that is inside the bag and then add a box of baking soda, or you could just vacuum it up off the rug. You could put a few moth balls or the crystals in the bag too.

If you have access to an airhose, blow the bag out and then spray with Frebreeze.
