Actually, I think the question is absurd, but I'll answer anyways. Most twins connected from the waist down, don't have all the right organs all in the right place, and most of them can't be sexually active. Even if they can, it would be almost impossible for one to actually penetrate the other, and in that case it wouldn't be sex at all, just a messy semen situation, but if something as strange as that does happen, I wouldn't call it incest or gay, just a weird case of a sexual mistake!

Well, if they are connected then they're sharing blood and therefore hormones. If one started jacing off, wouldn't the other be horny anyway? So, the other one wouldn't mind at all. And it wouldn't really be incest or gay because he doesn't have a choice about which chain to yank.

One of the twins has to first claim ownership of the sexual organ....and then it depends on who does the jerking. If the sexual organ is time-shared, then it will depend upon time of day as well.

It depends on if that is a shared organ as to whether it is incest and or masturbation. Odds are that it is a shared organ so then it is both.
