My 17-year old brother wants to change his name since he was named after his real father who he hasn't seen in over 13 years.

As stated in my reply to your other question on this, he needs to be 18 unless both legal parents give permission. The county clerk for the county in which he lives can give him the forms needed once he turns 18.

until the child reaches 17 the legal parent/guardian can do this. if there is a custody/joint order in process you have to contact the other parent or go through a lawyer to file for permission to do so or after the child reaches the legal adult age of 18 he can do so himself privately w/o the fathers permission. this means his ss card and mailing and yes even your birth certificate. much cheaper to wait til 18

He should be able to change it too his mother madden name easily
but should be old enough to change to anything he fells like in most states

i do not think he is old enough . one more year he should be waiting and need to be talk to some one about this with some one that done it before or a responsible person

i think you can legally do it yourself at 16, but before that, any adult can legally change it. my friend's family changed their last name. they had to go to a lawyer, but they did it.

he's old enough. he need parental consent though.
