my guy friend constantly asks me for sex...i always turn him down.
he knows that i will turn him down all the time....
what does this mean?

It simply means that he wants to bone you.
If you are uncomfortable with his advances then tell him so. Friends are about trust and honesty...be honest wit him and if he can't accept that you don't want sex with him...that's his prob not yours. He may be a friend that just wants to try to have sex with you.
