I just LOVE these half questions... afterall.. ALL LANGUAGES ARE THE SAME... right? GEEZUS.!

First of all WHAT LANGUAGE IS IT? what characters are used? what does it SAY in that language?

It was common to put sayings on parachutes... the ones used in China and Burma said something to the effect the "I am an American Airman and your friend. Please help me to get to the American Army". The ones used in Europe sometimes reminded the enemy that America is a signor of the Geneva Convention... (until George Bush trashed THAT one, too).

If you can tell us what the writing is, we can translate it for you, dear. The language, the script, anything would help.
