To do DVD hire in the UK you don't need to get permission from anybody but you can only rent out titles with rental permission i.e. says "rental only" on it, if you want to do it independantly we can supply you with titles, let us know, or go to www.goldcat.co.uk for S. Gold & sons who supply the larger chains.

If you mean to Hire DVD's off a person or company, then you as the hirer do not require anything.
If you hire DVDs, ie you rent them out to other people, then you need to seek permission for copyright. Contact your local business advice centre for info on a video/ dvd rental shop.
Funny, I was reading an article yesterday that Hotels and the likes are getting into trouble because they are renting out DVD's to guests, but they do not have copyright consent for it.

The previous questions are NEARLY all correct. It depends what you would want to hire them for. If it is to use the content for personal gain, then you would only need a licence from the MCPS, so that you can 'borrow' copyrighted content, be it music or whatever.

No you need to take two forms of identification in order to prove who you are and your address.
