"Highest paying" and "legitimate surveys" do not always go well together. You can't be rich doing surveys; you'd even be lucky if you can eat a steak with your income from surveys
The rule, as always, is to stay away from those that ask you to pay before you can get these surveys.
Legitimate market survey companies such as Pinecone Research recruit members based on demographic characteristics -- e.g. mothers of babies 0-12 years old -- and will send surveys of products and services targeting this demographic group. Pinecone Research, however, pays only $5 per survey -- you're definitely not going to be rich with that. They can give you anywhere from 1-5 at most surveys in a month.
Other companies simply ask you to answer as many research as possible, and you don't earn anything just the chance to win at a raffle (which I find lame).

I agree...the big money ones are scams. The highest I've ever been paid for a survey is $15, and the most I've ever been offered from a legitimate company is $30 (I didn't qualify for it). Occasionally they might be looking for a really rare group of people (people who have a certain disease or something) and pay more, but those are the exception, not the norm.
I've listed some of the sites I have taken surveys through and actually been paid (or recieved other rewards like gift cards or CDS) on the following, if you are interested. My suggestion though is to sing up for several. If you only want high dollar surveys, avoid sites that are for points because while these come frequently they are generally only for a few dollars. Sites like ACOP and Esearch may not send paid surveys often, but they are more likely to send $10 surveys then some of the others listed.

I list how they pay you, what I like and dislike about them, whether they have an affiliate or referral program, etc.
There are others out there. Be careful though, there are also scams. Don't sign up for any survey site which asks you to pay to access the surveys. Also watch for language like "get paid for taking surveys AND SIGNING UP FOR OFFERS" if you don't want to have to sign up for stuff with other companies to get paid.
Always carefully read their terms of service and privacy policy. If in their privacy policy they say they only use aggregated info, this is GOOD SIGN they are legit. Aggregated info information that is grouped together so it can't be connected with anyones personal identification like name, e-mail, phone or address. That's what survey sites SHOULD collect. Watch out for sites that say they give, rent, or sell any personal information (info that is not agregated) to third parties.

I like Survey Savvy. I have made good money there, but the one that has paid me the most ever (about $30/survey) is so good because I qualified to be in the executive board.
Here's a good, honest tip: go to wdwinfo.com, a disney site. Find the message boards and go straight to the budget boards. You'll get all you need there

The ones offering big money are scams. Most enter you in a drawing for money. My Survey pays cash or goods $10/1000 pts.

I just joined that site aswell. I paid $50.00 aswell. I've already completed three surveys so I was expecting like $900 in three months time!!! Im starting to wonder if it isn't real, I sent them an email so i'll let you know what they say.
