Pakistan's government is well aware that there are still terrorist/insurgent organizations operating out of Azad Kashmir. There are offices open in Muzaffarabad and rallys held regularly in several other cities in the Pakistani Punjab. "Mujahids" (who desecrate the title of Mujahideen by their criminal and imoral actions) consistantly cause trouble with the local people, where they are being trained and prepared to deploy, believing themselves to be above the law.
The issue is not the convincing. The issue is the government's relationship with India and the west. First understand that
Musharraf is operating in the best interest of Pakistan.
He's trying to quell the conflict over Kashmir, which has gone on for more than half a century, because the land doesn't mean anything, militarily, and because the local people don't want to be governed by either party in the conflict. Peace will eventually be the biggest economic stabilizer Pakistan will experience.
Part of accomplishing this peace, is buddying up to the US, as long as they'll sell him weapons and train his troops. As of right now, the Pakistani military is incapable of quelling the insurgency in the FATA. For good or ill of the nation, they have to act like they're trying, so the US will consider them competent partners in the war on terrorism. Part of the deal, is closing down support of terrorist/insurgent groups that focus on Kashmir. They've given these groups a solid yank on the collar, to limit low level infiltration over the line of control (current border between the two nations), but they can't eliminate these groups. Part of the reason for this, is that they hold too much sway with the public, but this is lagging, as they see declines in recruiting (competeing with the Afghanistan and Iraq wars). The other critical reason for allowing the continued existence of these groups, is that, should peace fail, these groups will continue to be a dagger in the chest of the swelling Indian military. Lashkar e Taiba, especially, has the capability to conduct crippling attacks against Indian infrastructure. In essence, allow your opponent to approach you, if you seek peace, but do not deny yourself your last hidden weapon, just in case he strikes.
Musharraf really is in between a rock (the US) and a hard place (India). With all the pressure that's brought to bear, he can stop being permiossive about attacks against India, but that's not to imply that these groups always need his permission. Rest assured, Pakistan knows... they just can't admit it.

There is no need for proof,. only u can make convince to those who need to be convinced. pak have become nude for this . but it is not only blaming others will do as india is doing . some strong steps are to be taken by the govt. for terrorism. i think indian govt should be said to be culprit for terrorism as the politicians have increased terrorism mainly the cong. , . u can go through the history of india u can find it . so first see urs own house then blame others.

All thoise who are involved in terrorism are in Pakistan and Paksitan citizens . they declare that they have done acts of violence . evytime some act of violence is done in Inid a. the Pak leaders do not simply condemn the act , but say that it is because that Inid ai suppressing the agitation for self rule and freedom by the kashmiris, whereas the same pakistanis occupying a part of akshmir and has not left that part to the frredom fighter of kasmir . the so-called fredom fighters are not kashmiris but Pakistanis and arab mercenaries . Just becaus the kashmir state is predominnetly Mulsim , the muslim alians enged in terrorist activities are not freedom fighters of kashmir. pakis tan has ben openly supporting the freedom fighters in kashmir, who are pakistanis trained in terrorist activities . what more proofs does pakistan want ?

A kick in the back ???? Well not really, but sometimes i think war is the only way out for the solution of kashmir... And the other way is to capture the POK. Dont think that Pak will accept our demands,coz the government over there also has to answer there people and so is ours.
There is no way out to convince them.....

USA can give proof as USA is super power n they hv Technology so they can....If Pak is Involved Or if Pak is not they can.......!! as Usa Can Attack Iraq With out any reason n can Kill many Innocent people.....i lost My Grand parents there in "karbala" we even Did't find their Dead Bodies.....We even dont know If they r Burries or Not? ......What they get Nothing only The "oil" thats it !!This is Called the "war against terrorism"?killing innocent people.....who cares what happend BUT

Try to understand the situation, Pres. Musharraf proved during his recent trip to usa that his country was terrorised by USA's R. Armitage. (Pakistan would be sent once again to the stone age by bombing) interestingly he accepted that in another way. He was himself afraid poor guy. so go to the source.

This no longer needs evidence as pakistan can be seen as the major culprit in all terrorist activities. ISI being the supportind hand and all suspects of all major terrorist activities (the aircraft conspiracy in britain, mumbai blasts and many more) are found to be of pakistan nationality.
