Assuming that is the charge, you would have to look at the statute that describes it to know that, and it will differ depending on the state.
Open a web search and type in the state name, "statute" and "indecent liberties" and "child" and you'll probably find a link to your state laws that will tell you exactly what it makes unlawful, and what the potential penalties are.

before we start damning this person to hell, we need the ages of the perp. and the child. for instance last week in court I had a case where the "child" was 17 and the perp./boyfriend was 19. her parents were fed up with child sneaking out at night to be with the 19 year old that they filed charges of statutory rape, contributing to the delinquency of a minor, and ind.liberties with a child.. because the law is clear in va he was sentenced to eight years. 5 suspended 3 hard time. you know what is so sad about this case,is that they had been seeing each other for 2 years already and they will probably still be together when he gets out.
