It depends on the law of your country or state,
In New Zealand recently there was a case of two boy racers racing each other, one car span off the road and the passenger died.
At court the driver of the car went to jail, but also the driver of the other car went to jail for the same offence.

It would depend on the situation. If there was drinking involved it is possible that they could go to jail but without knowing all the details it's really hard to even try to say one way or another.

it depends on a lot of factors was the person at fault under the influance, talking on a cell phone, racing etc etc. But if it was a condition that could not have been avoided then probably not, ie. like a tire blowing out and losing control of the vehicle.

It would depend on the circumstances of the accident but the charges could range from unintentional manslaughter all the way up to 1st dgree murder depending on the way it happened and if it could be avoided or not.

Depends.
I mean come on...if the driver who did it..say...had a heart attack and then crashed into the other one and killed them..No, i don't think so.
Drunk driving...for sure.
