I don't think there is anymore. A place that was cheap probably wouldn't be very safe. Real Estate is skyrocketing over there.
I think the nicest place to live is Delph. It's a little town up in the mountains not too far from Manchester.

If you are after cheap housing then look for places where the towns grew up around an industry like mining, steel or textiles which has since declined. In NE England that would be places like Middlesbrough, Hull, Redcar and Hartlepool - or in NW England towns like St Helens, Warrington, or Burnley.
The Wesh equivalents would be places like Ebbw Vale or Merthyr Tydfil.

Having travelled a lot I would hazard "Scotland" - they are reputedly canny up there, and expect good value. We used to call a threepenny-bit a Scotch sixpence. And there's Scotch mist. It's good that Scots can take a joke against themselves. Thinking of thr'penny-bits, when I was on a troop ship bound for S.Africa, stopping off at Freetown, we would throw those tiny coins into the harbour water and little naked lads would dive for them - and find them!! Thanks for another trip down memory lane.

Any of Her Majesties Prisons, you would be housed in heat atmosphere, fed three times an afternoon and given slightly gentle paintings to do. no longer a brilliant number of night life yet you may improve a distinctive seem on gender!

would be the roughest.. maybe st.ann's in nottingham, toxteth in liverpool, the whole east of london, moss side in manchester... if all else fails, become a gypsy and live in a caravan in a random field somewhere..
