If they can extract viable DNA from frozen remains then they can transfer this DNA to living host mothers, of the nearest live animal to the dinosaur, but they won't be 100% true to the actual dinosaurs due to being part host animal

It's possible, the technology needs to be developed, though. There's ongoing research into genetics like replacing DNA from an egg of one animal with that of a dinosaur's. Recently, scientists were able to grow artificial sperm which might help in this case.

If we can we should bring all forms of life back and also populate them over all the planets and galaxies. Will it not be interesting we can live in a more diversified world than the current world.

We do not have the technology. And if we ever came close to it should we attempt to re-create life? Is it morally correct? Who gave us life? Are we so smart that we can tamper with the most precious gift of the Universe?
No we can not bring them back and we shouldn't.

No because DNA, although it is very tough, disintegrates over time like all long chained sugars.
If, in the unlikely event that we had access to a dinosaurs DNA it would be too "chopped up" from disintegration over time.
