ok i was in a situation like this since I was 4...my doctors told me it was excema...i went to a dermatologist about 1 year ago...and they prescribed me elidel cream...you should get this cream...my excema is basically gone..it works within 2 weeks if it isnt extrememly intense...and it doesnt even have steroid medicine in it...its the best...really...i tried alll of these other lotions, had oral medicines, went to a natural medicine doctor, and out of all...this worked! so try it...go to a dermatologist and ask them for it...they probably have samples that u can try first

Dry skin is usually from the lack of fluids and dry harsh wind and cold.
Increase your water intake and use a good moisturizer.
What I do in the winter is to use baby oil before I towel dry and my skin loved me for it.

Use a bath oil which contains Vitamin E and then moisturise after the bath using a Vitamin E moisturiser.

u have to use a moisturizing cream every time u wash ur hands.&u have to buy one for a very dry skin based on almond or almond butter from the body shope.

i have dry skin too, try using cream instead of lotion, it is thicker and will take longer to rub in, but makes a big difference. also don't take super hot showers, and keep them as short as possible. when you get out and towel dry, put the cream on immediately, it will keep moisture in your skin that way.

exfoliate! That helps with getting rid of the dry skin and then use a moisturizer - this should help with the dry skin
