You can buy cd repair kits in the stores, but a more economic way is to rub peanut butter into the disc with a soft, non-scratch cloth. Believe it or not, it works. I do it all the time to both cds and dvds.

Try using Contact Lens Cleaner and a cloth. Make sure to rub from the inside of the disc outward. DO NOT RUB IN CIRCLES. You will need to scrub vigorously for a few minutes.
