If you are a high school student, check with American Field Service (AFS). Their requirements are that you have a 2.5 g.p.a. If you want to go to France, I think you need at least two years of French. Otherwise, they'll place you with a Family Stay and you'll take classes at a local high school.
If you are in college, check with your International Studies Program. They usually have relationships with colleges around the world so that your credits will transfer seamlessly. You generally have to have a satisfactory gpa for this too.
If you are not enrolled in college, but want to study abroad, contact the International Students division of the college you are interested in studying at. Generally, if a college is truly competitive (ie. Oxford, Harvard, Sorbonne, etc) you won't stand a chance unless you are at a college that has a relationship with them. However, less competitive schools will welcome you and your tuition dollars.
