Two main things are needed more so than others : Motivation / Ambition & Ability to give orders / follow up on them.
If someone lacks either of these they will not do well in leadership or possibly not last there for very long !

I'm from Idia where these are the ESSENTIAL Qualifications:
U must be illiterate
U must have a sugar coated voice .Even otherwise it doesn't matter coz u just need to make promises out f thin air which"ll never come true.
U must be an expert at getting money out from the national treasury forn ur daughter b'day bash.
U must have a nack to speak in such a way that it either turns out to be pure hogwash or else nobody can understan it

Be able to lie convincingly? but usually you have to be confident and assertive and really believe in what you are doing. But a calm conviction like Ghandi had will get people to follow you. he was also honest and believed in what he was doing. being a liar and a cheat will work for a short time. Hitler being a prime example and a few modern day leaders also use bribery and corruption.
