Several reasons...
No real Natural Boundries, so cities can sprawl and take up tons of room. (hence why the cities are so big...) Sprawl means less demand for the land itself, hence lower land values. This is most noticable in Houston, and Dallas, Austin though land values are higher due to the terrain, hence why Austin is more expensive.

Cheap Labor - The labor pool of new immigrants (or illegal ones) is plentiful, and they work relatively cheap. Hence cost of building is lower.

"Undesireable location" Lets face it Houston isn't the most desireable place to live. Sure there is plenty to do because the city is so large, but it has HUMID hot summers, no nearby natural attractions (mountains/beach/whatever), and urban sprawl/pollution/traffic...

Soft Market. You can buy a new house for the same or in some cases less almost than buying an older home... which further devalues older homes.. making it a pretty soft resale market.

Cheap resources. For some reason building supplies are cheaper here, that also reduces price of homes.

Do what?/ where did you find cheap rea estate in Texas???

It all depends on how far out you get from the major cities...

If you had hoardes of illegal mexican wettbacks trampling your land, trashing the place and killing your livestock then you'd sell for cheap too.

The illegal mexican problem is bigger than you can imagine and unless the federal government addresses it a a national security problem and starts to fight them with force then soon you will be fighting them hand-to-hand outside your front door to defend your own property.

I don't consider a million dollar house cheap, no matter where it's located.
