If the ball bounces twice before reaching to the bat or body of the batsman it is signaled as a "dead ball"
A dead ball is not a no ball. When there is a no ball 1 run is awarded to the batting team but in the case of a dead ball only the bowler have to bowl that ball again and no run will be awarded for a dead ball.

It is a called a dead ball if it reaches a batsman after a bouncing twice. But if it stops moving before the player, he is invited to hit it. And consequently score runs.
But two player cannot have runners at a same time. Only one can have a runner.

It is a no ball or a dead ball. The cricketer will get a run too.
Yes there can be runners for both batsmen if both r injured and cannot run.

It is not a legal delivery, it is called dead ball. And no there can't two runners in pitch at a time

Law 24.6 states, "The umpire ... shall call and signal "No-ball" if a ball ... (i) bounces more than twice, or (ii) rolls along the ground...". Therefore, a ball bouncing twice, but no more, is a fair delivery.
Laws 2.1, 2.7 and 2.8 cover runners, but none mentions the prohibition of more than one, so it's also allowed.

Its a dead ball and yes both the batsmen can have runners if they r unable 2 run.
