I'm not sure whether or not this is an exceptable answer... when you say "the greatest number with 3 ten-thousands" does that mean that the greatest digit is in the 10,000 place and it has to be a three? or do you mean that it has to be a 6- digit number, which has to have a 3 in the ten-thousands place, but can have any digit in the 100,000 place (except for 0)?

Just remember, the greater the unit, the larger the number you want to use. For example, you'll want to use a bigger number for the thousands place than in the ones.
