The word 'veto' comes from Latin and literally means I forbid. It is used to denote that a certain party has the right unilaterally to stop a certain piece of legislation. A veto thus gives unlimited power to stop changes, but not to adopt them.
The veto originated with the Roman tribunes who had the power to unilaterally refuse legislation passed by the Roman Senate.

In the United Nations Security Council, the five permanent members (the United States, Russia, the People's Republic of China, France and the United Kingdom) have veto power. If any of these countries votes against a proposal, it is rejected, even if all of the other member countries vote in favour.

If the Senate wants to pass a new law, it can be veto (prohibited) by the Congress. Vive versa with Congress. The same with the president, If he wants to pass a law, some of them can be veto by both the House and Congress. Some laws, the president do not necesarily need their approval!

In very basic terms it means the mechanism whereby one member of a group can block the wishes of the majority.
E.g., in the UN, China might not want to support a move against Iran, so it uses its veto to stop the motion being carried.

(Ex: The House of Reps want to pass a bill allowing farmers to grow crops on protected government-owned land for revenue for the government. The bill goes to the President for approval.
