POP3 is Post office protocol 3. Its the server that send the incoming mails into your inbox of outlook express. The information to be filled in here would the address of the pop3 server, something like qwe.abc.com & port number like 798 or something similar. I suppose you mean SMTP & not SMTL. SMTP is Simple message transfeer protocol. The pop3 details & smtp details should be given to you be the mail service provider. Usually those providers charge a amount for providing POP3 services or your ISP provides as a value added package. IF you are using free web based mail like yahoo, mail.com , etc. then you can't use outlook express in combinnation with them. Yahoo & most others provide pop3 for a charge. The advantage of pop3 is it downloads the mail to your hardisk & disconnect the internet connection after finishing the job, hence you can save on your internet charges & also you need not worry about mail quota since its not going to be stored on their mail-server like thee web based ones.
