The stretch marks appear on your Tummy and breasts,

these areas are not usually hairy in women .
And so no hair will grow there, because of stretch marks

Stretch marks are caused by the skin expanding, to accommodate the growing baby and also the amount of milk in the breasts to feed the baby.

Stretch marks are scar tissue--the skin and the tissue underneath them is damaged. Stretch marks also do not contain pigment or any other of normal skin's qualities (which is why they eventually fade to white). There is currently no way to rid of stretch marks except radical surgery. Laser treatments can help improve the appearance of the scars, as can over the counter vitamin E exfoliation creams and ointments, such as retin-A or coco butter, however hair will never regrow on scar tissue.

It's because it's not the natural surface of your skin as it's streched (obviously, hence the name). So it doesn't have the characteristics of the natural surface of skin.
