I have replaced the rubber washer in the valve and when I pull up on the float arm everything seems to stop then shortly thereafter air bubbles start coming out of the bottom of the fill tube. How could air be getting thru the valve without water which would cause the shutoff valve to tighten?

This problem may be a combination problem. First the ballcock valve is simply worn out to the point that even the new shutoff gasket is not completely sealing.
Secondly the flush valve may need replacing. Should this valve leak or seep it can allow the water level to drop just enough to permit the ballcock to respond with a flow to maintain the tank water level.

Maybe the Flapper in the bottom is not seating itself all the way down. Also you can adjust the ball. If that does not work, GENTLY place a CLEAN Brick in the toilet bowl. Be sure not to drop the brick as it will crack the tank. Good luck.
