I am a project manager for a group in Iraq. We must hire people with english/arabic skills with at least 2 years experience in Oracle HR, Payroll and Self-Service HR. They must be willing to work in Baghdad, Iraq. They will be provided housing, food, transportation and security 24 hours per day.

Hi! really a good question. I think that if you want Oracle expert try finding the topers (who is nearby Iraq) of Oracle certifications. Try to find on job sites by publishing you requirement and prepare some online question, which can help you to judge better who is the best candidate(should include more than one open answers).
