Try watching subbed anime... it's way better than watching dubbed anime...
It's not possible to go to a site to watch anime for free without downloading them. once you go to a website, you're downloading it. >_>
If you want to watch anime online, YouTube is one of them (Everyone in this question suggested it already). Or else, if you want to watch anime without downloading it, you can either rent it from shops or from your friends!! =)

well i dont know about dubbed anime. but youc an get subbed anime at youtube.com or crunchyroll.com
subbed is WAY better than dubbed anyway.

i'm not sure if anyone uploads dubbed anime. but you can google it to try and find a site that does have dubbed anime.
