Yes it can.....and I'll tell you why. Internal combustion needs fumes from the fuel, and oxygen to create the energy that drives your car. If your fuel filter is dirty, you are not getting the right mix of fuel and oxygen, so you car doesn't run right. If your air filter is dirty, it can have the same effect, but for the opposite reason, if you see what I mean. So.....replace them both every time you have your car serviced.

I'm not sure it's a good idea to run your fuel tank completely empty before you fill up. Petrol has residues, like sand, that sink to the bottom of your tank, and if you run it completely empty, it all gets sucked up into your engine. That's what I've always been told anyway.

My 92 S10 sat all winter and when I started it in the spring it was very sluggish getting worse as the veh. warmed up. I was told the fuel filter was at fault and it was replaced . No effect . Something not yet mentioned is the catalytic converter on your exhaust, air going into your engine must also come out ,after a time it also gets plugged like a filter. I just replaced mine solving the problem of major lack of power and vibration , In your case a it would be cheaper to try a fuel filter first .

You are filling your car up correctly--you should try to let the gas go empty in the tank before refilling--this helps to burn off the particles and debri. People who continuously "top off" their tanks without ever letting it go empty are clogging their fuel filters.

Fuel filters do need to be replaced, however, about every 60K miles. It might be time for you to change yours. If it's clogged, it can decrease performance. You should also change the PCV filter and the air filter, which can also affect performance. These are moderately simple tasks and the parts are inexpensive. Contrary to what has been posted here, these filters cannot and should not be "cleaned" and put back--they need to be REPLACED. Cleaning the filters erodes their effectiveness, and since they cost so little, you won't want to go to all the work of removing it just to put the old one back on.

Letting your fuel run low wont cause any more sediment to get in your filter.Your fuel pickup is near the bottom of your tank anyway.... Anytime you fill your tank you cause the sediment in your tank to be suspended in your fuel.. then when you drive it makes it to your filter...I recommend changing the filter every 24,000 miles or less... And never ever buy gas when you see those fuel tankers dropping fuel at a station..go to the next station and hope they haven't just had their tanks filled...when they fill the tanks they stir up all the sediment in the tank and guess where it goes..... Extra note.. some mechanics say running a vehicle low on fuel on a regular basic leads to early fuel pump failure...

Not a very good idea letting tank run very low as this draws all the bits of muck and debris from the tank bottom. this will block the filter. If it is a paper filter then replace it as it will noticably affect performance by restricting fuel flow. If the filter is made of gauze remove it and clean it out with petrol until it is clear.

Yes you should change the fuel filter. On older cars you can get sediment lying at the bottom of the tank and as you fill up with fuel the sediment swirls around and can contaminate your filter. The same thing can happen to your radiator on older cars and make the car overheat.

Looking at the age of vehicle and not knowing Maintenance/mileage of it, try following.

You can do simple service yourself like fuel filter/new plugs as well as new plug wires/air filter and oil/filter change.

If that solves problem- Super!
But if sluggish condition still happening- then you have to consider a transmission flush. (most shops charge about $80 dollars)

(diagnostic ran by mechanic is best bet to determine problem-could be oxygen sensor)

I am a great believer in never running a tank dry. The reasons for this is no matter what their is all ways some crap in the bottom of the tank.
If you change the filter and it is still sluggish then get some red ex and run it through a couple of tank fulls just in case your injectors are clogged.
hope this helps mate

Yes, If you are not changing the filter on a regular service schedule it will eventually get so clogged as to cause fuel starvation
