Actually, you are partly correct; all bets are that OBL & Co. are sneaking around the rugged, primitive, back-country of Afghanistan... a place where OBL is surrounded by people who he trusts... a place where our much-vaunted technological superiority is severely compromised (and how is GPS gonna help anyways? Do you expect him to hang a transmitter on his donkey for us???)... a region that not even the British Army could pacify after a 100 years.
Given this, do still think it's mystery why we haven't found him yet?
But, you might ask, doesn't this mean he is winning? Well, let's stop and think about this again for a minute, Yes, this is a safe haven for him... but it's isolated. Very isolated. With very poor communication facilities (I don't imagine there are too many Starbuck's with WiFi internet access in his neck of the woods...), limited food & shelter, and almost non-existent health care.
To put it another way: his safe haven is as much a prison as it is a refuge.
Is it as good as capturing or killing him? No.
But it is the next best thing...

dear, these are the people who fund the economy of Pakistan, why the hell would Mushy tell Bushy where Osama is!!??
and real time GPS is available even upto detecting a 6ft thing on the ground. but it is really hard to pinpoint on any location and scan. u need to know the exact location for that and these people change their position every day or week.
