It will only do them and you good (less weeding, less watering). Make sure you use composted bark though as fresh bark draws the goodness out of the ground.
Try mulching with Coco Shells for a difference. They are a lovely chocolate colour and smell that way when wet.
Any mulch should be at least 2 inches thick to get the benefit and all mulches will make the soil light and fluffy.

Mulch will not restrict or stop bulbs from growing. You maybe want to wait until first frost to add the mulch so that soil does not warm up and start the bulbs growing early, not very likely to happen.

Keep the mulch loose and not too deep and the bulbs will be fine. It help to retain moisture and protects the bulbs from harsh weather and cold.

You want to becarefull it can cause your bulbs to stay to moist and they might start roting------first thing inthe spring i always pull my ulch back from over bulbs

not that i have found , keeps moisture in seems to work tulips I planted came up fine in the spring and less watering required

No, they will grow just fine. They may even be a little earlier because they will be just that little much warmer come spring.
