Sorry - the answer above this is totally misleading and shows that the answerer has not read the question properly.
The question is about an 07xxx number, NOT 0870 which is something entirely different.
07804 is a MOBILE number, so now it's up to somebody with an 078 number to give you a definitive answer.

Its really 0780 which is national rate. The 4 is the first digit of the subscribers number. They are printed this way to hide the fact that you are paying more for the call. Try and find a regular number from the link below.
