Hello Thomas,
I don't know if you have asked the questions correctly.
The correct question is WHAT is Hugo Chavez and Why doesn't anybody tell him to shut up?
Hugo Chavez is able to control nearly 25% of the worlds oil. Citgo is now owned by The Venezuelan National Oil Company.
More important, Why doesn't anyone tell him to shut up (Even Bush) - Because they know that all he has to do is to have a little pow-wow with his friend, The President of IRAN and they can throw the world into another Oil Embargo as bad as the late 1970's.
So Thomas, the "powers" that run this world know that in the event of an election in November, if you are waiting in lines to buy non-existent $5.50 per gallon gas, you may think differently about sending the same "powers" back to their cushy jobs in world capitols.
Just my thoughts,

p.s. As much as I don't like him, Venezuela has the highest per capita wages in South America. They also have MANDATORY education through our equivalent of High School and they have nationalized health care.
