1) Why have I lost my red Turn Off Computer button in the Start menu? I only get the Log Off one now.
2) Why when I try to shutdown or restart does it tell me that "Other users are logged on to this computer" when that is not the case?
3) Why is Windows a piece of jumbled crap?

I too have issues with XP, it also tells us others are using, for a week it told me I had 1 unread email, I dont even use Outlook so how it could tell me that one I dont know. We also get problems when using other versions of Microsoft products such as Publisher 2000, works but makes funny bong noises on certain features...but sorry I canot help you, just empathise...

Sounds like you have invaders. Actually XP is user friendly and from that viewpoint, the best OS Gates has made by far. It is a very robust operating system and from that viewpoint the best OS Gates has made. However, there are some odious "control" aspects to XP-- Isn't Bill Gates rich enough to be so worried about pirates?
Anyway it appears an invader has entered your computer and has taken control. Hmm, I wonder what Internet sites you have visited that attracted these guys. Maybe you have cable and no fire wall. Shame, shame. Well, the bad news is that your restore points are probably corrupted too. Worth a try before you have to do anything radical. The ultimate clean up job is to wipe the disk clean, reinstall the OS, and spend the rest of your life (just kidding) downloading all the security updates. Software fire walls are many, but Zone Alarm is the best. Free version and paid one.
Forget Internet Explorer and use Mozilla's Firefox. Much safer browser. Oh by the way. Forget XP's firewall. It is a joke. Turn that sucker off and keep it off. Go Zone.

Windows XP along with every other peice of software releced by Microsoft, is pushed thru too fast and is full of bugs and it takes them until they bring out the next version of software and it still even up to scrach then the everyone gets the new one which is once again full of bugs. if you are willing to try something different try downloading a free OS (eg Ubuntu, Fedora, Debian.... Etc...) and installing it, the are all quite reliable, and easy to use (i have links for some below and for more try Yahoo! Search), if you are looking at a new computer why not look at a mac, and if you are worried about price, check out the MacMini, it is quite competitive and is quite a good little system.

if you are happy with, or need a windows system try doing a Full Virus Scan, and update all of the Windows Security stuff

or if nothing else save all the files you are desperate to keep and re-install Windows XP

is your internet connection wireless or do you have a wireless card on your computer? If so someone may be acessing your PC and changing stuff around...if thats the case install a firewall.
if thats not it log into the administator account go to the control panel and click on users, if you see any other identity other than the users that you created delete then ASAP and reset passwords for all of your accounts...It is possible for people to access your computer and set up accounts to solicit emails and distribute spam from your Computer...Its happened to me before and I only had Dial up..THey were also using my harddrive space...
As for the shutdown button right click on the start menu and configure it from there..

The "Shutdown" button may not be available in the Start menu and grayed out when you press Ctrl+Alt+Del?

If you answered yes to my question then read on.

This issue is due to the Local Computer Policy settings.

RESOLUTION

To resolve the issue, perform the following:

Click Start, Run.
Type gpedit.msc and click OK.

Navigate to the following path:

User Configuration\Administrative Templates\Start Menu and Taskbar

Double-click "Remove and Prevent Access to the Shut Down command"

Select "Not configured" or "Disabled"

Close Group Policy window.

1) I have never seen a windows xp machine missing he red Turn off computer button. I think you probably have a virus on your machine your better of re-installing the OS.

2) Do you have the guest account turned on? Start-Control pannel- User Accounts

3) I have to disagree - Windows is excellent you just need to know how to use it.

try this:
1.log out of your internet connection or physically remove the modem.
2. go to tasmanager (ctrl alt del) and see which programs are running on your computer
3. you may be able to track the one that is causing this problem bt be careful before you end process somethingyou dont know
4. if this happens then reboot with original set up

also another way is to SYSTEM RESTORE

or run a diagnostic from the windows website

1) I don't know, but here's a good bypass, press ctrl+alt+delete, a little box should appear, click shut down at the top, then press turn off.
2)Do you have more than I user account on your computer, if not, somebody has hacked your user, if they are doing so, get professional help immediately, they can find out about your credit card details and pay for stuff in you name, happened to me once

try this rebbot ur pc and at first boot screen press F8 and then select last recently used seetings that woked i think this help incase of ur turnoff problem
and u do defragmentation and after scan ur system
2)might be other ppl using ur systems or other users have profiles and haven't logged out, Have you tried shutting down without logging out of your profile
if u have more than one user account u have to logout the other ones before u shutdown
