ok I am looking to get an angel on the back of my right shoulder about 9inches by 5 inches does any one know roughly the average cost of something like that also does anyone know of a site that offers free tattoo designs

Different tattoo artist charge differently. You would need to go into a shop and have them appraise it. It can depend on the amount of colours and where it is. It may also depend on the artist doing the job. Better artists will charge more, even if it is a set design.

I have a tattoo on my neck that was 35 dollars. Other shops quoted me upwards of 100.

For free designs, you do a search for Flash Art, or tattoo Flash art. There are many out there.

Each tatoo artist charges differently.Last tatoo i got cost $250 dollars i was charged $100 an hour. It took almost 3 hour. It's on the lower part of my back and part of it goes around my tail bone(that part hurt)
