the chemical must bubble wen added to oil or something simalar must be safe to people

the best thing would be some dry ice, you can obtain some at your local ice cream manufacturer. put the dry ice in the oil and it will bubble up for a while and release carbon dioxide gas which is harmless to people

you can also try alka-seltzer, though I haven't tried it

If it's for a kids demonstration why not use something like magnesium and a dilute acid solution, the magnesium and aqueous solution should sink and react but you could just do this without the oil to show the bubbles coming out of the water.

sorry, but no chemical reacts in oil. Oil is an organic compound and is even stable than the noble gases. You can mix it with water or something but taht wont be a Chemical reaction.
