"Jaws". They had to pay millions of dollars to have the ocean cleared near the beach (including the beach) and also had to pay for several mechanical sharks. Much camera equipment was continually getting damaged also. Not much cgi or special effects, but I believe to this day ... it is still the most expensive film.
