So far a lot of good answers I dont know who to pick. I have already talked to both of my kids and I think my daughter got the point (I hope) but my son says he did it because he wants his sistoer to get in trouble because he hates her. So the drama just deepens.

LOL I feel your pain! In HS a friend of mine taught my best friends nephew to point at her and scream "FOOL" lmao!! The first time he did it unprovoked was in a busy restaurant while they were out to dinner! She almost killed the one responsible!
My suggestion:
find a new gesture for him to teach her. If she got this one from him, she'll pick up another.

explain to her what the symbol means and why she should not do it in public and if she does nobody will want to play with her, and you will be angry at her and she will be punished. If she wants to flip the bird she can go into her room close the door and do it in private. Don't ever treat it like it is cute. My neighbors daughter used to say Fuckyfried chicken instead of Kentucky fried chicken it was treated as something funny and the kid kept on doing it.

Explain to her that this
gesture is not a proper
way for little girls to behave,
That this symbol is used
to insult people & has a
nasty attitude behind the
act .....
Tell her to wait until she
learns how to drive a car
and or gets married !!
And your 15 year old should
of known better ....
Tell him that what he taught
his little sister could get her
in trouble and he should be
teaching her
how to be a good little girl & also
protect her from harms way all
his life .....

WELL start with your daughter that is 15. TELL HER STOP. THEN retrain your 5 year old. SHOW YOUR THUMB instead. LIKE THUMBS UP. BOTH you + your 15 year old can use a different finger and she will stop. IT worked on my nephew. So now myssister says thumbs up. HE now used thumbs up. INSTEAD of flipping the bird.

It seems the 5-year-old would be old enough to understand a lecture about when it is appropriate to flip the bird--i.e., her older brother--and when it is not--i.e., the neighbor.
Just level with her.

Punish the teenager! If you let him get away with it, he will think it's okay to teach her other bad habits.
