I have tried saving them to the drive titled "SIMS2SP2_1(E:) but that is not working.

You are using the wrong folder. Downloads go into
My Documents/ EA Games / The Sims 2 / Downloads
An automatic way to do downloads... When you are In the game, click on the control icon on the bottom left in the neighborhood view. There's an Asterisk there.
That will bring you online to the offical Sims 2 site and you can download houses, sims and objects that get installed directly into your game into the correct folders.
The other way to install, is to be able your control options in the game enable CUSTOM CONTENT. You'll see the control for that on the same control thing above but where the three dots are, and gears icon for the game settings.
Once that is set up, then turn off your game and go do your downloads.
At the official website exchange, you can do downloads and they will automatically install into the game. When you turn the game on, they will show up in the game.
If you are downloading at other sites, that puts you at risk for other problems and it is harder to troubleshoot what you are doing wrong.
The best way to learn is to start doing your downloads at sites where there are TUTORIALS... once you learn that, then your downloads are easier to understand.

There is a Website Called Mall of the Sims or try www.simslice.com both of these sites have DLs for the Sims series

I consider alot of your concepts (they are incredibly solid). the belief of having greater realism interior the game sounds clean. i grow to be getting so bored/aggravated of the cartoonish Sims 2, they'd desire to truly "step up" the game play interior the Sims 3 as you have already stated on your concepts. you will desire to truly deliver on your concepts to EA! i think of alot of Sim fan/gamers will agree which incorporate your concepts. * i in my view desire that they proceed to refine the Sims 3 quite of leaving it the way it is now. <:(
