I agree that Tears In Heaven is terribly sad - especially knowing that Eric Clapton wrote it to his little boy that died.
I don't know if is Shannon is the saddest song ever - but it is pretty darned sad.
SHANNON
WORDS AND MUSIC BY HENRY GROSS
@1976 BLENDINGWELL, ASCAP
ANOTHER DAY IS AT END
MAMA SAYS SHE'S TIRED AGAIN
NO ONE CAN EVEN BEGIN TO TELL HER
I HARDLY KNOW WHAT TO SAY
BUT MAYBE IT'S BETTER THAT WAY
IF PAPA WERE HERE I'M SURE HE'D TELL HER
SHANNON IS GONE I HOPE SHE'S DRIFTING OUT TO SEA
SHE ALWAYS LOVED TO SWIM AWAY
MAYBE SHE'LL FIND AN ISLAND WITH A SHADY TREE
JUST LIKE THE ONE IN OUR BACKYARD
MAMA TRIES HARD TO PRETEND THINGS WILL GET
BETTER AGAIN
SOMEHOW SHE'S KEEPING IT ALL INSIDE HER
BUT FINALLY THE TEARS FILL OUR EYES
AND I KNOW THAT SOMEWHERE TONIGHT
SHE KNOWS HOW MUCH WE REALLY MISS HER
SHANNON IS GONE I HOPE SHE'S DRIFTING OUT TO SEA
SHE ALWAYS LOVED TO SWIM AWAY
MAYBE SHE'LL FIND AN ISLAND WITH A SHADY TREE
JUST LIKE THE ONE IN OUR BACKYARD
JUST LIKE THE ONE IN OUR BACKYARD

Drunken Driver. A very old, old, song. It tells about 2 children walking along a state highway. Their mother had died, their father had run away. A drunken driver came around a curve in the road, hit, and killed the 2 children. The drunk driver was their father. The saddest song I ever heard in my life. It was a true story.

Weezer has a song called mykel and carli about two kids who died in a car accident on the way to one of their shows that is pretty sad, but I think you're probably right about tears in heaven.

"Christmas Shoes" by Bob Carlisle.
It's also the worst song ever.
Tears in Heaven isn't really that sad, until you know the reason Clapton wrote it.... then you'll be bawling!!!!

Daddy Don't You Walk So Fast by Wayne Newton, I used to try to follow my Dad to the EL platform at the end of our street in Chicago each morning, he died when I was 6, so that song hits me hard now.
