There are several candidate for this as most of the kings of England since 1066 have been foreigners.
From William the Conqueror the language of the elite was Norman French certainly up to and including Richard 1
The present royal family are german based so George 1 didn't speak english and even in Victoria's time the preferred language at court was german.

I think there were two. Both Williams.

William the Conqueror was Norman (French) and after he conquered England the whole of the Royal Court continued to speak French.

William of Orange was a German who was brought in to end the rule of the Stuarts, and prevent another Catholic assuming the English throne. I doubt that he had much grasp of English.

I would say William the Conqueror, ( Duke of Normandy ) as he was a Norman and / or perhaps Richard the Lionhearted as he lived in France mostly ( also Norman )

Richard I . He could only speak French. However "October" is probably right too as George I, who was German. never bothered to learn English either.

How about the kings who spoke Anglo-Saxon? They didn't speak English, either.

I'm going to say the Duke William of Normandy. I'm pretty sure he only spoke French.
